Does punishment motivates children to reading and writing ?

Punishment to students for academic failure is in common practice. Recent survey suggests that students who like to read or write text in order to avoid punishment perform poor in the school examination.

Is the quality of education in the school of rural area is enough for children??
Will they come up and get the chance to get into higher institutes e.i.IIT,IIM etc.?
Will they really get the chance to do something else than farming in classical way?
Will they compete with the children of urban area?
This all question come in my mind always.....
Once i played a role of chief of opposition in "youth parliament "in myschool JNV,Malhar,that time i i come across all this points .
Can you tell me the answers of all this questions?
